In Irkutsk, the mayor awarded special prizes to talented schoolchildren, winners and prizewinners of olympiads, contests, sports competitions, and youth activists. Viktor Kondrashov said this tradition is now annual, and the citys main reward is seeing a new generation achieve high results. In 2012, Irkutsk children won dozens of international, national, and regional awards, and the best also received prizes from the governor and the President of Russia.

All the scholarship recipients are winners and prizewinners of subject olympiads, creative and intellectual competitions, sports contests, school leaders, and activists of children’s public organizations whose achievements were recognized in 2012.
“Awarding talented children of Irkutsk with special mayoral prizes has become an annual good tradition,” Viktor Kondrashov noted. “I would very much like the desire to be the best to stay with you for your whole life. But, most importantly, do not forget the people who helped you achieve such high results. These are your teachers and parents. I express my deep gratitude to you. For me, the greatest reward is realizing that a new generation is growing up in Irkutsk, for whom we work, who will carry forward many of our beginnings and go further.”
Mayoral scholarships have been awarded to the best students of general education institutions since 1999. For many years, Irkutsk has held leading positions in the high effectiveness of gifted children’s participation in festival, scientific-practical, and sports activities at the highest level. Throughout 2012, young Irkutsk residents won 16 international, 52 all-Russian, and 241 regional awards in various olympiads, competitions, contests, and festivals. Twenty-seven Irkutsk residents received the Governor of the Irkutsk Region Award, and 17 of the best schoolchildren of Irkutsk received the President of the Russian Federation Award.
