In the Irkutsk region, two bills may be considered, on banning propaganda of homosexuality and pedophilia among minors and on introducing administrative liability for such acts. The initiatives will be discussed on December 13 by the Legislative Assembly committee, prompted by residents appeals and the experience of other Russian regions.
The first draft law provides for a ban on the promotion of homosexuality and pedophilia among minors, and the second establishes administrative liability for those who engage in such promotion. According to Yulia Efimova, the proposals will be considered by the Committee on Legislation on State Building of the Region and Local Self-Government of the Legislative Assembly of the Irkutsk Region. It will be held on December 13.“Today, the problem of the promotion of homosexuality and pedophilia is acute. We receive appeals asking us to hold mass events on such a theme. And we have no tools to counter this. We analyzed the legislation: in a number of regions of the Russian Federation, for example, in Krasnodar Krai and Novosibirsk Oblast, bans on the promotion of homosexuality and pedophilia among minors have been established. The administration of the city of Irkutsk and the mayor came forward with proposals to establish such bans in our region. If the proposals are supported by the committee in the regional government, we will prepare draft laws,” the deputy mayor explained.
