In Irkutsk, they decided to reward the best public activists monthly, who help maintain public order together with police and city services. Candidates are selected by a special commission, assessing the number of joint raids and preventive measures. Awards will begin in January 2013, and funds are already included in the city program to strengthen law and order.

Deputy Mayor – Head of the Administration Office Yulia Efimova took part in the awards ceremony:
In spring 2012, Mayor of Irkutsk Viktor Kondrashov proposed rewarding public activists. On April 19, a decree was issued “On rewarding representatives of the public who take part in maintaining public order in the city of Irkutsk.” The best public activists are selected by a commission that includes specialists from the administration of Irkutsk’s law enforcement department, deputy heads of the districts, and police representatives. They evaluate the work based on the submitted lists, which include Irkutsk residents whose efforts in support of public order have been noted by precinct chiefs, deputies, and territorial public self-government bodies (TOS).
The main evaluation criterion is the number of joint patrols and preventive activities carried out with police officers and local self-government bodies.
Starting in January 2013, the commission will select the best public activists every month and reward them with gifts.
Funds for the rewards are provided for in the departmental program “Strengthening Law and Order in the City of Irkutsk for 2013-2017.”
