In Irkutsk, the citys best district police officer was honored, Senior Lieutenant Alexander Vostretsov received the keys to a Lada Granta and a challenge pennant. Mayor Viktor Kondrashov noted the importance of district officers, who daily solve many city problems, from public order violations to protecting cultural heritage sites. The contest has been held since 2001, and the winner has received a car for the second year in a row.

In a solemn ceremony, the Mayor of Irkutsk, Viktor Kondrashov, presented the winner with the keys to a Lada Granta car, as well as the traveling pennant “Best District Police Officer of the City of Irkutsk.”
The best district officer was congratulated by the head of the Russian Ministry of Internal Affairs Directorate for the city of Irkutsk, Police Colonel Oleg Knaus.
According to Alexander Vostretsov, this is his first personal car. Despite the fact that the car has been handed over to the district officer for personal use, the senior lieutenant considers it an excellent helper in his service.
Senior district officer Vostretsov is 29 years old; he has worked in law enforcement since 2009.
The competition for the title of best district officer has been held by the administration of the city of Irkutsk since 2001. The purpose of the competition is to raise the prestige of district police officer service, attract new personnel to the profession, and increase the activity and effectiveness of employees. For the second year in a row, the competition winner has been awarded a car.
“The work of district officers is difficult and very responsible, as they work directly with the city’s residents every day. In 2012, one of the main criteria of the competition was the detection of administrative offenses. Illegal garbage dumps, washing cars in unauthorized places, parking on lawns, protecting cultural heritage sites — district officers have to deal with all of this. The statistics eloquently speak to the results of the work of Irkutsk officers. If in 2011 district officers drew up more than 8,000 reports on administrative offenses, in 2012 there were a thousand more. I thank all district service employees for their enormous work in maintaining law and order in Irkutsk,” the mayor noted.
