Eduard Mitskevich was born in 1971 in the city of Bratsk. In 1993, he graduated from Irkutsk State University with a degree in History; in 1997, from the Law Institute of the Ministry of Internal Affairs of Russia with a degree in Law; and in 1998, from Baikal State University of Economics and Law with a degree in Public Administration. From 1997 to 2003, he worked in the Prosecutor’s Office of the Irkutsk Region as an assistant prosecutor, prosecutor, and deputy prosecutor for supervision of compliance with the law in correctional institutions in Irkutsk. Since 2003, he has been deputy head of the department for ensuring the activities of magistrates of the Irkutsk Region. From 2006 to 2008, he worked as deputy head and head of the Irkutsk Region state procurement agency. Since 2009, he has been an adviser to the general director of OJSC Insurance Company ROSNO-MS; since 2010, he has been a prosecutor in the department for supervision of compliance with federal legislation of the Prosecutor’s Office of Krasnodar Krai.
