In Irkutsk Region, a center is being created to develop the regional navigation and information system based on GLONASS and form a unified navigation space. It will support Safe City, System 112, transport monitoring, and federal emergency response and transport control initiatives. Special attention is given to using navigation technologies in forestry and domestic solutions to improve safety, service quality, and regional management efficiency. Funding has already been planned, and as a pilot project Irkutsk Region may also receive federal support.
– The creation and operation of the regional navigation and information system (RNIS) of the Irkutsk Region is also a task of the institution. The system is aimed at ensuring transport safety in the Irkutsk Region and improving the quality of transport services. In terms of the results of space activities, priority is given to the GLONASS satellite navigation system. The RNIS will ensure the large-scale implementation of this system and the creation of a unified navigation and information space,” Ruslan Kim said.In the region, the center will provide navigation support for the Safe City project, the implementation of a transport monitoring and management system (ambulances, school buses, emergency and operational services, utility equipment, transport fleets of public authorities, local self-government bodies and institutions) and an emergency and operational services call system (the “112 System”).
The Governor emphasized the importance of using navigation technologies in organizing work in the forestry sector.
– This center is being created so that all authorities and all business entities are required to report on the situation, and for us to have the ability to monitor this activity. One of the center’s tasks is the accessibility of information. In addition, all of this is 100% based on Russian technologies. Navigation data will be used in assessing the quality of service provision,” Sergei Eroshchenko noted.
The center will participate in the implementation of federal projects on the emergency response system in case of accidents “ERA-GLONASS,” the automated control and supervision system in the transport sector, and the information and navigation support of road routes along the East-West transport corridor.
The center will carry out the main tasks of the regional target program “The Use of Satellite Navigation Technologies and Other Results of Space Activities in the Interests of the Socio-Economic and Innovative Development of the Irkutsk Region.” The goal of the program is to provide objective and up-to-date information for effective territorial development management, rational use of resources, creation of conditions for the socio-economic development of the Irkutsk Region, and improvement of the safety of the population and infrastructure facilities.
The main implementers of the program are the regional authorities, which will work in close contact with the center – the Ministry of Economic Development, the Ministry of Property Relations, the Ministry of Natural Resources, the Ministry of Agriculture, the Ministry of Construction and Road Management, the Service for the Protection of Lake Baikal, the Service for the Protection of Cultural Heritage Sites, and the Tourism Agency. As part of the implementation of the program, a regional navigation and information infrastructure for the use of space activities results is to be formed.
According to Ruslan Kim, 90 million rubles are planned in the regional budget for the implementation of the program. The existence of the program will also make it possible to attract non-budgetary funds from the company – the network operator. Since the Irkutsk Region is a pilot project, the region may qualify for support from the federal budget in the form of subsidies amounting to 90 million rubles. The total amount of funding for the program from federal and regional budget funds and non-budgetary funds will exceed 270 million rubles.
