In the Irkutsk region, within the next month a decision will be made to transfer the IVVAIU buildings to the region. Based on them, they plan to create a federal Suvorov military school with cofinancing. The region will also receive Defense Ministry forests for monitoring their preservation and fire safety, and 21 military towns will be transferred to municipalities. Authorities hope these areas can be used to restore infrastructure, build social facilities, and replenish local budgets.
Within a month, a decision will be made on transferring the IVVAIU buildings into the ownership of the region. At present, a preliminary assessment has already been carried out of the projected costs for reconstructing and bringing the college buildings and infrastructure into compliance with the modern requirements imposed on Suvorov military schools. It is planned that the institution will have federal status, and funds for financing the Suvorov school will be allocated on a co-financing basis: 20% from the federal budget and 80% from the regional budget. The remaining part of the IVVAIU facilities may be transferred to the city or to federal agencies (in particular, the Ministry of Internal Affairs).- We will have a new educational institution that can become an excellent platform for further education and support for orphaned children, - Sergei Eroshchenko emphasized.
At the meeting, it was decided that the forests of the Ministry of Defense of the Russian Federation located on the territory of the Irkutsk Region will be transferred into the ownership of the region. The Governor noted that after the forest areas are transferred to the region, the Government will have the opportunity to take control of the preservation, reproduction, rational use, and fire safety of these lands. In addition, when leasing plots, additional taxes will go into the budget.
It was also decided to transfer all military towns located on the territory of the Irkutsk Region into the ownership of municipal entities. It is planned to transfer 21 military towns. At the first stage - within a month - the municipalities will receive the towns in the Usolsky District in the settlements of Sredny and Belorechensky, in the Bratsk and Nizhneudinsky districts, and in Irkutsk in the Zeleny microdistrict. The military town in the Shelekhovsky District in the settlement of Chistye Klyuchi has already been transferred into the ownership of the municipal entity.
Many of the towns are in a deplorable state, with infrastructure destroyed, so the regional government will provide municipalities with financial support for restoring the territories and infrastructure.
The sites of the military towns, according to the Governor, can be used for the construction of kindergartens and other children's institutions, while part of them can be used for commercial development to increase the tax base of the municipalities.
