World Civil Defense Day is celebrated annually on March 1. This day was proclaimed in 1992 by decision of the International Civil Defense Organization with the aim of promoting knowledge of civil defense and raising the prestige of national rescue services. One of its main tasks is to educate the population in methods of protection against dangers arising from the introduction of military operations or as a result of such operations.
By establishing World Civil Defense Day, the organizers from the very beginning pursued two main goals: first, to draw the attention of the world community to the importance of Civil Defense and to increase the readiness of the population for self-protection in the event of disasters or accidents; second, to pay tribute to the efforts and self-sacrifice of the personnel of national civil defense services in their struggle against disasters.
Under modern conditions, the state and civil defense are inseparable. Civil defense actively participates in ensuring the livelihood and safety of society. Today, the main distinguishing feature of civil defense is that it acts as a form of participation of the entire population of the country, state authorities, and local self-government bodies in ensuring the defense capability and livelihood of the state, performing defense, social, and economic functions.
