In Irkutsk, a comprehensive inspection of the car market in the Rabochee suburb found violations of land, sanitary and fire safety laws, as well as environmental complaints because the site is in the Ushakovka water protection zone. On about 13 hectares there are around 6 thousand cars, causing problems for residents and a tenfold excess of hydrocarbon emissions. The market's fate is still undecided, with options being relocation outside the city or restricting access to the site.

There are so many violations that one inspection won’t be enough. This is about the car market in the Rabocheye suburb. Today, specialists from several different agencies reported to journalists on the results of a comprehensive inspection that took place on November 22.
In particular, violations of the land code were identified: unauthorized seizure and misuse of plots. Facts of noncompliance with fire safety measures and sanitary standards were also recorded. Environmentalists also have complaints against the market owners and car dealers. The trading area is located in the water protection zone of the Ushakovka River. And in accordance with the water code, there are restrictions on vehicle movement and parking in such an area. In addition, the norm for hydrocarbon emissions into the atmosphere in the market area is exceeded tenfold. The reason for all this is the large accumulation of vehicles. Car owners from Vladivostok, Ulan-Ude, Krasnoyarsk, Novosibirsk, and other Russian cities come to Irkutsk to sell and buy cars. "During the comprehensive inspection, my specialists decided to count all the vehicles located in this area. At 2:00 p.m. local time, in an area of about 13 hectares, we counted about 6,000 vehicles. Around residential buildings and right up against them. That is, residents who want to get home cannot do so, because everything is packed with cars and it is very difficult to drive them away," said Ekaterina Boyarkina, head of the environmental protection department of the Irkutsk city administration.
It is still too early to talk about the fate of the car market in the Rabocheye suburb, the specialists conclude. There are options either to move it outside the city or to restrict access to the existing site. Comprehensive inspections of the trading area will continue until the end of December. The commission will send a package of documents evidencing the violations to the prosecutor's office.
