Irkutsk administration announced a grant competition for cultural projects. In 2013, 1.6 million rubles were allocated. Support is available for initiatives developing creativity, preserving traditions, working with children and youth, and cultural programs for different groups.

This socially significant project, aimed at supporting and developing the creative initiative of city residents, innovative and experimental trends in art, promoting traditions, preserving and developing folk and amateur creativity, preserving and supporting the culture and traditions of ethnic communities and national formations, creating cultural and educational programs for family, children’s and youth audiences, identifying, supporting and promoting gifted children and creative youth, preparing and holding events for categories of the population in need of social support, etc., makes it possible to implement the ideas of city residents whose goal is the harmonious development of the individual, patriotic education, the formation of a worldview, life principles, moral and spiritual qualities.
In 2013, within the framework of the long-term target program “Culture of Irkutsk for 2013-2017,” subsidies are provided from the budget of the city of Irkutsk on a gratuitous and non-repayable basis in order to reimburse part of the costs associated with the performance of work and the provision of services in the field of cultural development in the amount of 1,600 thousand rubles.
In 2013, to participate in the competition, it is necessary to submit:
1) An application for a subsidy for the performance of work and the provision of services in the field of cultural development;
2) A project for the performance of work and the provision of services in the field of cultural development;
3) A package of documents:
a) for legal entities:
- a copy of the constituent documents (in full);
- a copy of the certificate of state registration;
- a copy of the certificate of registration with the tax authority;
- a copy of the document confirming the authority of the head for the current period of time (extract from the minutes, order of appointment);
- a certificate from the bank confirming the absence of debt on the settlement account;
- a certificate from the tax authority at the place of registration confirming the absence of debt on taxes and fees to all budget levels at the time of submitting the application for a subsidy for the performance of work and the provision of services in the field of cultural development;
- certificates confirming the absence of debt to state extra-budgetary funds at the time of submitting the application for a subsidy for the performance of work and the provision of services in the field of cultural development (certificate from the territorial body of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation)".
b) for individual entrepreneurs:
- a copy of the certificate of state registration;
- a copy of the certificate of registration with the tax authority;
- a copy of the passport;
- a certificate from the bank confirming the absence of debt on the settlement account;
- a certificate from the tax authority at the place of registration confirming the absence of debt on taxes and fees to all budget levels at the time of submitting the application for a subsidy for the performance of work and the provision of services in the field of cultural development;
- certificates confirming the absence of debt to state extra-budgetary funds at the time of submitting the application for a subsidy for the performance of work and the provision of services in the field of cultural development (certificate from the territorial body of the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation").
c) for individuals:
- a copy of the passport;
- a copy of the certificate of registration with the tax authority;
- a copy of the compulsory pension insurance certificate.
Only a complete set of documents is accepted for consideration, the text must be typewritten. Documents are submitted in an unsealed paper envelope (A4 format) indicating the applicant’s name on it. Documents may be stapled. Documents must not be bound. The use of paper clips and submission of documents in folders, file folders, fasteners, multi-pockets, etc. is not recommended.
Applications for the competition are accepted from March 18 to April 05, 2013, at the address: Irkutsk, 21 “b” Friedrich Engels St. (Department of Culture of the Committee on Social Policy and Culture of the Administration of the City of Irkutsk).
