In Irkutsk, a working group is being created to jointly with the traffic police and UGAN regularly identify illegal and dishonest carriers. Weekly raids and permanent traffic police posts will check licenses, lease agreements, routes and passenger transport rules, and violators face fines and even vehicle seizure. The first inspections will begin in the city center, with special attention to the Central Market area.

The main goal of creating the working group is to jointly curb the activities of illegal and unscrupulous carriers both within Irkutsk and in the intermunicipal transportation market. To this end, raids will be carried out weekly to identify illegal operators, as well as those who are working in violation of the rules. Carriers will regularly be checked for the presence of a license, a vehicle lease agreement, the legality of their transportation activities, and whether the carrier is complying with the route and passenger transportation rules. Violators face administrative penalties in the form of fines; for serious violations, vehicles may be impounded and sent to an impound lot.
In addition to the raids, two traffic police checkpoints will operate on a permanent basis, and they will also inspect carriers. Their locations will change.
“We plan to begin our joint work in the central part of the city, with special attention to the Central Market, where there is not only a large amount of city public transport, but also intermunicipal passenger transport. The task of the city and regional authorities, as well as the traffic police and UGADN, is to make it unprofitable for illegal and unscrupulous carriers to go out on the routes: they will know that their violations will not go unpunished,” Yulia Gordina explained.
