In the Irkutsk region, a bill was passed in first reading to form lists of citizens who can apply for economy class housing on RZHS Fund land. Local authorities will compile the lists, and the plots will be allocated to developers through Dutch auctions, where the lowest price per square meter wins. Eligible for such housing will include residents of unsafe buildings, people on waiting lists, large families, young families with children, public sector workers, scientists, and military participants in the savings mortgage system.
The bill introduced by the Governor of the Irkutsk Region, Sergei Eroshchenko, on the formation of lists of citizens eligible to purchase economy-class housing on land plots of the Federal Housing Development Assistance Fund (the RZHS Fund), was adopted today in the first reading at a session of the regional parliament. As reported by the Minister of Construction and Road Infrastructure of the region, Mikhail Litvin, such lists will be compiled by the local self-government bodies of those municipalities on whose territory the RZHS Fund lands are located. The minister explained that the land plots of the Fund, transferred for the construction of economy-class housing, will be auctioned among developer companies at so-called “Dutch auctions.” The auctioneer announces the starting price per square meter, and the plot goes to the bidder who offers the lowest price per square meter..– An example of economy-class housing in the Angara region can be the “Lugovoe” complex in the Irkutsk district, – Mikhail Litvin noted.
Categories of citizens defined by the decree of the Government of the Russian Federation “On Certain Issues of Implementing the Federal Law ‘On Promoting Housing Construction Development’” will be able to apply for the purchase of economy-class housing built or under construction on RZHS lands. Among them are people living in dilapidated houses, those on the waiting list for housing under social tenancy agreements, large families, young families with children, employees of the public sector and science, and military personnel participating in the savings-and-mortgage system. Lists of such citizens wishing to purchase economy-class housing or participate in its shared-equity construction will be formed in order of application submission after the publication of the official notice by local authorities on the start of document acceptance.
