In Irkutsks Right Bank district raids are underway to restore order in the city center and private sector, residents are told to sign waste removal contracts. The administration says this will help clear litter, and for private homes the service costs 420 rubles a year. Without a contract violators face a warning or a fine, and in some cases up to 40 thousand rubles for legal entities.

To bring the area into order, the Department of Public Utilities of the Pravoberezhny District is conducting inspections in the central part of the city and in the private sector. The municipal patrol and employees of the Pravoberezhny District administration are holding explanatory talks with residents of private homes about the need to conclude waste removal contracts. The cost of waste removal services for one resident of a detached house is 420 rubles per year,
“Any person can conclude a contract and solve the problem of waste removal in a civilized way,” Oksana Masalskaya noted. “We help, create conditions for removal, and install container sites. Residents only need to pay for these services, the waste will be removed, and the city will stop being littered.”
The organizers of unauthorized dumps are often the residents of the private sector themselves. In such cases, the administrative commission draws up a report during the inspection and invites the violator to consider this issue. If by the time the report is considered at the commission meeting the resident of the house has concluded a waste removal contract, a warning is issued. In the absence of a contract, the violator faces a fine of 1,000 to 3,000 rubles, and for legal entities — from 10,000 to 40,000 rubles.
