In Irkutsks Berezovy district, where 30 houses are already occupied, residents have waited three years for promised improvements. There is no proper road or lighting, though the plan included playgrounds and kindergartens. After an on site meeting, officials promised a temporary road and sidewalks in the coming months, and a permanent road in 2 to 3 years. The mayor said the developer must fulfill its obligations, or the city will go to court.

There are already 30 houses occupied in “Berezovy.” People have been living here for the third year. However, the developer, LLC “New Len Oil,” is in no hurry to fulfill its obligations for landscaping. “When the houses were being sold,” residents complain, “they showed us children’s and sports playgrounds, kindergartens in the project, but today there isn’t even lighting.”
As Inna Kondratyeva, acting deputy mayor and chair of the Committee on Urban Planning Policy of the Irkutsk city administration, said, the landscaping of the microdistrict was done according to a temporary scheme, since the houses were handed over in winter. However, during the elapsed period it should already have been completed according to the project, which also provides for a road, the absence of which troubles the residents of the microdistrict the most.
Irkutsk Mayor Viktor Kondrashov: “We have constant problems with this company. Last year, the road on Partizanskaya Street was built poorly. The contractor did not receive any money. Before that, there were problems with the repair of Baikalskaya. Today we are in ‘Berezovy.’ We reviewed residents’ complaints across all departments of the administration – not a single appeal from residents has been received to this day; if there had been any, the problem would have been resolved earlier.”
The mayor sees a way out of the current situation in building the road according to a temporary scheme. The residents agreed with this approach as well. It is precisely this option that will make it possible to solve the problem as quickly as possible. By the beginning of summer, a temporary road to the “Berezovy” microdistrict will be arranged from the R. Luxemburg Street side, and sidewalks will be laid from the Baumana Street side.
City Duma deputies will also monitor the resolution of this issue. Last week, residents wrote an appeal to the Duma chairman asking him to look into the situation. Deputies Aleksandr Khankhalaev, Valentina Kuzmina, Zhanna Eseva, and Alexey Krasnoshtanov took part in the on-site meeting.
“There is one problem - extending Baumana Street. The estimated cost is 300 million rubles. But unfortunately, there is no such money. By April 20, a wooden sidewalk will appear here. And in May, benches should appear,” said Alexey Krasnoshtanov.
A permanent road will appear in the microdistrict in 2-3 years as part of the reconstruction of Baumana Street.
The mayor instructed the Housing and Utilities Committee to study the transport issue. As Yulia Gordina, deputy head of the Department of Road Construction, Landscaping and Transport of the Irkutsk administration, said, despite the fact that the stops are within walking distance, all options for the transport scheme will be considered, including the organization of short routes: from the final stop of public transport to the “Berezovy” microdistrict.
In June, Irkutsk Mayor Viktor Kondrashov proposed meeting with residents once again.
“We will build the road. The developer will handle the landscaping,” said Viktor Kondrashov. “If it is not completed by the end of the year, we will file a lawsuit. We will fight the unscrupulous developer. For people, I believe everything must be done from start to finish.
