In Irkutsk Region, an Investment Support Center is being created to help attract federal funds for investment projects and develop production in the region. Priorities include wood processing, oil and gas extraction, chemicals and pharmaceuticals, as well as pharma clusters, a transport and logistics park, and an agro technopark. The center should work as a one stop shop and provide investors with infrastructure and turnkey project support.

As noted by the Minister of Economic Development of the Irkutsk Region, Ruslan Kim, the center will become a tool that will make it possible, through co-financing, to receive funds from the federal budget for the implementation of investment projects in the region.
- There is investor interest in the Irkutsk Region. We have a mineral resource base, energy resources, and developed transport infrastructure. In addition, industrial sites that for one reason or another have ceased operating have been preserved in the region. The task of the “Investment Support Center” is, by attracting investors as well as through the Irkutsk Region’s participation in federal target programs, to develop such production facilities by creating industrial parks and clusters, - the minister noted.
The center’s priority areas of activity will be wood processing, oil and gas production, chemicals, and pharmaceuticals. With the center’s participation, it is planned to implement projects such as the creation of pharmaceutical clusters in Irkutsk, Bratsk, and Usolye-Sibirskoye, the “Chistye Klyuchi” transport and logistics park in the Shelekhov District, and the “Baikalsky” agro-technopark in Kultuk.
The center will be responsible for creating accessible infrastructure for the placement of investors’ production and other facilities, assisting in the implementation of turnkey investment projects, and creating a mechanism for investor interaction on a “one-stop shop” basis. All this will make it possible to interact more effectively not only at the stages of project implementation, but also in their planning.
The source of funding for the activities of OJSC “Investment Support Center” will be the Investment Fund of the Irkutsk Region. For 2013, an allocation of 1.9 billion rubles is planned.
The head of the region drew attention to the need to ensure oversight of the center’s activities.
- To monitor the center’s work, an interdepartmental group will be created, including representatives of law enforcement and other supervisory bodies, to whom the center’s employees will report on the work done quarterly - noted the Governor of the Irkutsk Region, Sergey Eroshchenko.
