Sergey Eroshchenko said the effectiveness of local government directly affects the overall result, and municipal heads will be personally responsible for the outcome. He said the region keeps increasing support for territories, but funds are not always used effectively, especially where presidential decrees and infrastructure changes are implemented slowly. The governor also spoke about the three year budget, the shift to results based budgeting, and the need to use every ruble as effectively as possible.

Sergey Eroshchenko emphasized that the effective work of local self-government bodies plays a major role in achieving the overall result. The Government of the Irkutsk Region continues to increase support for municipalities; the share of financial assistance in the regional budget amounts to more than 40%. At the same time, the funds allocated are not always used effectively. Particular concerns are raised by territories where the implementation of the Decrees of the President of the Russian Federation is progressing sluggishly, not only in terms of wage increases, but also in terms of infrastructure changes.
– Mutual obligations are not only financial assistance, but also the active work of heads in their territories. I want the heads of municipalities to hear me – responsibility for the results of the work will be personal, – Sergey Eroshchenko emphasized.
The Governor also noted that in 2012, for the first time, a three-year budget was adopted, and a results-oriented budgeting project was launched. The budget for next year should consist of state programs by no less than 90%. At the same time, financial policy will be implemented under conditions of limited budget resources and a large volume of “earmarked” expenditures established by the Federation.
– We must use every budget ruble with maximum effect and strive for financial independence – not only to attract more funds from the federal budget, but to rely as much as possible on our own strength, – the head of the region noted.
