In Irkutsk they propose installing video surveillance systems in new buildings already during construction to improve future residents safety. Police also urge local groups to install cameras in entrances and courtyards.
With this initiative, the staff of the Russian Ministry of Internal Affairs for the city of Irkutsk came forward at a meeting of the Irkutsk City Anti-Terrorism Commission. An agreement on the installation of video surveillance systems in new residential buildings has been reached with the municipal enterprise “Capital Construction Administration,” which is building housing in the Novo-Lenino microdistrict. In the opinion of Deputy Head of the Ministry of Internal Affairs for the city of Irkutsk Andrey Zhbanov, the need to install video cameras at the construction stage of a building is obvious, and residents’ safety issues should become one of the developer’s priorities.Irkutsk police are working with territorial public self-government bodies in already completed apartment buildings: they are persuading them to install surveillance systems in entrances and in the surrounding area. A successful example is the buildings managed by the TOS “Neighbors” (Novo-Lenino), where video surveillance is provided by 4 outdoor cameras and 4 cameras inside the entrances. The possibility of installing video surveillance systems is being discussed with 14 TOS bodies, including “Ruby” (Zhukovsky), TOS “Yubileiny,” TOS “Sinegorye,” “Melnikovo,” “Vampilovsky,” “Cheremushki,” “Universitetsky,” “Radishchevo,” and “Detsky.”
As of today, 295 video cameras have been installed in Irkutsk’s residential sector, 587 have been mounted in supermarkets and stores, 150 in educational institutions, and 99 in garage cooperatives. According to Andrey Makovetsky, director of the municipal unitary enterprise “Irkutskgorelectrotrans,” another 74 video surveillance cameras have been installed in Irkutsk public transport: 30 in trolleybuses and 44 in trams.
