The authorities of Irkutsk region intend to seek a swift determination of the external boundaries of Pribaikalsky National Park to resolve issues with transferring land to the tourist and recreational category in Olkhon district. The unclear status now hinders lease registration, building registration, tax assessment and territorial planning approval. The region also proposes to inventory the national park lands and approve rules for their special regime.
The government of the Irkutsk Region intends to appeal to the Ministry of Natural Resources and Ecology with a request to determine the external boundaries of the Pribaikalsky National Park as soon as possible. This must be done in order to transfer agricultural lands into tourist and recreational lands within the Olkhonsky District. Some of these lands are being used for recreational purposes without proper lease agreements being formalized by the tenants. And the absence of lease agreements prevents the administration of the Olkhonsky District from registering buildings constructed on them, assessing property tax, and receiving revenue for the budget. Therefore, the park boundaries need to be determined urgently. "This must also be done in connection with the territorial planning of the Olkhonsky District. Today, the scheme cannot provide for the external boundaries of the park - this is a federal responsibility. And our task is to do everything to determine them," said Olga Gaykova, Minister of Natural Resources of the Irkutsk Region.
The territorial planning scheme of the Olkhonsky District provides for the placement of tourist facilities in the area. And it contains proposals for the use of lands on which no activity is currently being carried out.
The authorities of the Angara region also propose to conduct an expedited inventory of the national park lands and approve regulations on their special regime. Uncertainty about the status of the land creates difficulties in coordinating the territorial planning scheme of the Olkhonsky District. The territory of the Pribaikalsky National Park must be included in the scheme, but this cannot be done until its boundaries are determined. Moreover, only federal authorities can determine them, while the development of the scheme falls within the powers of local self-government bodies.
