In Irkutsk, a check was held on the citys readiness for a possible military threat. City services are testing water, food and medicine reserves, mobile food and medical aid points, and measures to ensure communications and security of key sites. On Konny Island, a mobile command post has already been deployed, and a mobile field kitchen can quickly feed hundreds and work around the clock. Next are new drill stages at School 57 and City Clinical Hospital 1, where the evacuation point and reception of casualties will be checked.

The city administration departments must, within 24 hours, calculate the necessary stock of water, food, and medicines, organize mobile food and medical service points, and provide residents with personal protective equipment. In addition, under wartime conditions it is necessary to ensure uninterrupted communications, protection of water intakes and treatment facilities, the removal of necessary documents and cultural valuables to a safe place, and informing the city’s residents about possible danger.
The inspection of the city’s preparedness for a possible military threat began with the deployment of a mobile command post on Konny Island. The special tent, equipped with electricity, was prepared for operation in two hours: in the event of an emergency or military threat, the tent, which contains a meeting room and the working map of the chairman of the Emergency Commission and Civil Defense, can serve as a command post anywhere in the city.
To organize the mobile food service point of the Food Combine, 22 employees from among the regular staff needed about 20 minutes. A food warehouse, serving table, dining tent, and field kitchen will be able to feed up to 600 people anywhere in the city within two hours. In continuous operation mode — 12 shifts per day — the field kitchen is capable of providing food for 7,200 people, and the three kitchens of the Irkutsk Food Combine can prepare 21,600 portions of buckwheat porridge, pasta, and other dishes within a day.
According to Valery Ternovsky, head of the Department for Civil Defense and Emergency Situations, mobile food service points significantly ease the work of the city’s rescue services in emergency situations such as fires, ruptures, and accidents on utility networks. At present, Irkutsk has four mobile food service points (by the number of administrative districts), each with a field kitchen: two are located at IrSTU, one at the Irkutsk city administration, and one on the territory of the Irkutsk Aviation Plant. In the event of an emergency, operating around the clock, Irkutsk will need 83 field kitchens to feed all residents and 250 field kitchens to organize three meals a day.
The next stage of the command-staff exercises will take place at School No. 57 (Novo-Lenino microdistrict, evacuation point organization) and City Clinical Hospital No. 1. The reception department for injured and less mobile residents of Irkutsk on the territory of the First Clinical Hospital on Volzhskaya will be organized tomorrow, May 17, at 10 a.m.
