In Irkutsk Region for 2014, 820 employers from 34 municipalities reported a need for 108.8 thousand foreign workers, with most requests coming from non CIS countries. Over 60 percent of this need is tied to construction, where rebar workers, concrete workers, bricklayers, installers and machine operators are especially needed. Regional authorities stress that quotas should go first to companies truly developing the economy, and urge hiring local residents first.

For 2014, applications for the need for foreign workers were submitted by 820 employers from 34 municipalities of the Irkutsk Region in the amount of 108.8 thousand people, including from neighboring countries – 40.7 thousand people, and from far-abroad countries – 68.1 thousand people.
Among the sectors in need of foreign labor, construction accounts for the largest share – over 60%. The most in demand are rebar workers, concrete workers, bricklayers, installers, and machine operators.
First Deputy Chairman of the Government of the Irkutsk Region Vladimir Pashkov noted that the policy on attracting foreign labor is, first, to encourage the businesses that make a real contribution to the development of the region’s economy and therefore need highly qualified specialists. Second, to cut off the “shadow” sector from receiving quotas. Third, to encourage employers to use the labor of Irkutsk Region residents first and foremost.
