Soon traffic fines can be paid on the spot with a Visa or Mastercard bank card. In Moscow and the region, traffic police cars are being fitted with mobile terminals, and if the experiment succeeds, the system will spread across Russia. The inspector will be able to accept payment immediately and check for other unpaid fines. The article explains how the new system works and why the traffic police see it as an important step toward improving fine collection.

Paying a traffic violation fine will become much easier. It will be possible to do this directly at the place of the violation if you have a bank card (Visa or Mastercard).
Anyone who has ever violated traffic rules knows that paying a fine is quite a story. And the traffic police understand that the difficulty of paying fines is one of the reasons for their low collection rate.
As an experiment, 82 traffic police cars in Moscow and the Moscow region will be equipped with mobile terminals. Now you can pay a traffic violation fine on the spot. However, this service is available only to bank card holders.
The inspector issues a receipt, takes out a mobile terminal, enters the resolution number and the amount of the fine, the driver hands over the credit card, the terminal prints a payment receipt, and the transaction is complete. Just like in a store.
On average, every second driver agrees to use such a service. At the same time, the service employees check whether the motorist has any outstanding fines. And if there are any, they also offer to pay them off on the spot using a card.
The equipment accepts all types of cards for payment: Visa, MasterCard. If the experiment proves successful, this payment method will be extended throughout Russia, including Irkutsk.
The idea of debiting fines for traffic violations from drivers' bank accounts was first proposed by Viktor Kiryanov, head of the Department for Road Safety of the Ministry of Internal Affairs. He became acquainted with such a system in Spain. By the way, there, if an offender pays a fine using a bank card directly on the spot, the amount of the fine is reduced by 50%. We do not have discounts.
Every motorist knows that if an inspector issues a fine, paying it is quite a story. You have to go to Sberbank, fill out a receipt, enter into it a huge number of digits of various BICs and account numbers, stand in line, and then it turns out that the details are wrong. The complexity of the fine payment procedure is one of the reasons for their low collection rate. The traffic police have long been looking for ways to simplify the payment system.
By the end of the year, 3,000 payment terminals for paying traffic police fines will be installed in Moscow and the region. This project is being implemented by the road agency together with Bank of Moscow and Interkommerts Bank. So far, the terminals are only with Moscow traffic police officers. If the experiment is deemed successful, this system will be introduced throughout the country.
