In 7 months, the salaries of employees of municipal cultural institutions rose by 25 percent, and road maps for all urban districts and municipal areas have already been approved in the region. The article explains how wages in the cultural sector are being raised step by step in Irkutsk Oblast, what amounts have already been reached, and why the authorities link salary growth to better service quality. The governor also ordered regular monitoring of performance indicators and to preserve the network of municipal institutions and creative staff.

The wages of employees of municipal cultural institutions increased by 25 percent over 7 months. As of today, the “road maps” of all urban districts and municipal districts of the region have been approved. One of the main areas of the maps is measures to gradually increase the wages of workers in the region’s cultural sector. The average wage in regional state cultural institutions amounted to 22,185 rubles, and in municipal cultural institutions to 13,597 rubles.
As a reminder, in 2013, 574.2 million rubles are provided in the regional budget to co-finance expenditure obligations for the payment of wages to employees of cultural institutions under the jurisdiction of local self-government bodies.
The Governor emphasized that wage increases should, first and foremost, be linked to improving the quality of services provided by cultural institutions. Sergei Eroshchenko also noted that it is necessary to preserve the network of municipal cultural institutions and the core creative staff.
The head of the region instructed the Ministry of Culture and Archives of the Irkutsk Region to carry out quarterly monitoring of the achievement of wage indicators for employees of cultural institutions defined by the “road map.”
