A criminal case has been opened in Irkutsk over fraud in the construction of a residential complex

In Irkutsk, the circumstances of construction of the Innokentyevskaya Sloboda residential complex are being investigated, where more than 160 equity holders never received the promised apartments. The check confirmed inefficient use of funds. Of nearly 1.6 billion rubles collected under equity participation agreements, more than 250 million were spent improperly. Criminal proceedings continue, and only 13 of the complexs 20 blocks are in use.

In 2007, in Irkutsk, with the participation of OJSC “Zhilstroykorporatsiya,” whose founder was and remains Vladimir Shcherbakov, large-scale construction of the residential complex “Innokentyevskaya Sloboda” was launched. At that time, it was announced that people would be able to obtain affordable and comfortable housing by December 2010. However, far from everyone was able to receive the promised living space. At present, only 13 of the complex’s 20 block sections are in operation. More than 160 equity holders are still waiting in line. Among the list of affected people are doctors, teachers, law enforcement officers, and other categories of citizens.
To determine the reasons for what happened, employees of the regional Main Directorate of the Ministry of Internal Affairs, together with colleagues from other law enforcement agencies, conducted a pre-investigation check. As a result, the facts of inefficient use of funds received from citizens for the construction of the specified real estate object were confirmed. According to specialists, of the nearly 1.6 billion rubles collected by the company under shared-construction agreements, more than 250 million rubles were used inefficiently. These are expenses beyond the work budgets established for the construction and commissioning of part of the residential complex, as well as unreturned advances.
At present, the necessary investigative actions are being carried out as part of the criminal case investigation.
