In Irkutsk, a nationwide civil defense drill was held. City alert systems, the administration, and the readiness of the mobile command post were checked. The commission also assessed feeding points and evacuation sites, which in an emergency must sustain the city and organize resident evacuation.
The exercise began at 10 a.m. with a check of the city alert systems and a gathering of the senior staff of the Irkutsk city administration. At noon, the commission visited the mobile city command post, which had been deployed on Yunost Island. The nationwide civil defense exercise makes it possible to assess the readiness of the Irkutsk city administration to work under such conditions. Equipment is being inspected and the infrastructure that, in the event of emergencies, will support the city’s life is being evaluated. The Irkutsk catering plant also organized a mobile food preparation point there for the hypothetical victims. As of today, Irkutsk has four mobile food service points (by the number of administrative districts), each with a field kitchen: two are located at ISTU, one at the Irkutsk city administration, and one on the premises of the Irkutsk Aviation Plant.
A specialized point necessary for the evacuation of the population in the event of a military threat or emergency was also organized. According to the head of the city department for civil defense and emergency situations, Valery Ternovsky, a total of 94 assembly evacuation points can be organized in Irkutsk on the basis of social infrastructure facilities. The commission assessed the operation of one of them at School No. 20 — here, as in the other points, columns can be formed for the organized evacuation of 80% of Irkutsk residents by road and rail transport outside the city.
