In Irkutsk, police are checking dozens of complaints from homebuyers who faced frozen construction, delays, and even houses built without permits. People keep paying mortgages for housing that does not actually exist, and several troubled sites in different parts of the city are under review. Investigators will also assess the legal role of a 31 year old suspect in a crash near Irkutsk, whose circumstances are being clarified.

Recall that more than a year ago, dozens of complaints began to be received by the police from Irkutsk residents who had entered into shared-equity construction agreements, obligations under which the construction companies refused to fulfill for various reasons. At that time, the investigative division of the city police carried out checks on several residential construction projects, where numerous violations of the law were identified. Delays in completion or the actual cessation of construction were established, while citizens were forced to pay for non-existent housing, including continuing to repay mortgage loans.
The pre-investigation check revealed cases in which organizations were erecting multi-story buildings without any permits, while buyers were taking out loans or paying large sums in full, later remaining only with a package of contractual documents. Such precedents were recorded in the Oktyabrsky and Sverdlovsky districts of the city. Under close scrutiny were unfinished residential projects or those built in violation of regulations on Baikalskaya, Tsimlyanskaya, Sibirskaya, and Piskunova streets in the regional center.
In addition, the 31-year-old suspect will be given a legal assessment by the preliminary investigation in connection with his involvement in a road traffic accident near Irkutsk that occurred the day before. The circumstances of the crash are being clarified.
