Since 2014, in Priangarye subsidies will begin to be allocated to local budgets for implementing municipal programs for work with children and youth. For this, 400 thousand rubles are already provided in the draft state program Youth Policy for 2014 to 2018, but only municipalities with an active program and mandatory cofinancing will be able to receive support.
The Ministry of Physical Culture, Sports and Youth Policy of the Angara Region will begin, starting in 2014, to allocate subsidies to local budgets for the implementation of these municipal programs within the framework of the regional competition of municipal programs for work with children and youth. For these purposes, the draft state program “Youth Policy” for 2014-2018 provides 400 thousand rubles in 2014.Subsidies to the budgets of municipal entities of the Irkutsk Region are provided subject to certain conditions. First, the municipal entity must have an active program for work with children and youth. Second, subsidies will be provided on the condition of co-financing. The local budget must provide funds for financing the municipal program for work with children and youth in an amount no less than the amount of the subsidy provided from the budget of the Irkutsk Region.
Third, there must be an obligation of the municipal entity to provide financing from the local budget for the municipal program in an amount no less than that specified in the program at the time of application, and to ensure amendments to the program in terms of increasing expenditures for its implementation in the amount of the subsidy provided. In addition, the municipality must ensure achievement, based on the results of the program implementation, of the indicators specified in the application.
