In Irkutsk, police carried out a raid on compliance with the antitobacco law and in an hour found more than 20 smokers at stops and near the city hospital. The report explains where smoking is now banned, who can draw up reports, and what fines are set for breaking the new rules. It also covers responsibility for involving minors in smoking and preventive talks with violators.
Let us recall that on June 1, the so-called “anti-tobacco law” came into force, prohibiting smoking in common areas, sponsorship and advertising of cigarettes and papirosy, as well as involving children in tobacco use. As of November 15 of this year, amendments were made to the Code of Administrative Offenses, which specify the amounts of fines for violating this ban.Now precinct officers, duty unit employees, and administrative law enforcement department staff may draw up reports on such violations. In order to optimize work, patrol officers who identify violators will take them to the nearest police station to have a report drawn up.
Thus, for smoking at workplaces, on the grounds and in the premises of educational, cultural, sports, and healthcare institutions, in the entrances of residential buildings, at train stations and airports, the fine will range from 500 to 1,500 rubles. A separate article of the Code of Administrative Offenses provides liability for involving a minor in the smoking process and sets a fine of 1,000 to 2,000 rubles. If the ban is violated by a parent or other legal representative of the teenager, the fine will be 2,000 to 3,000 rubles.
In one hour of the raid, police and journalists identified more than 20 Irkutsk residents smoking at public transport stops, as well as near City Clinical Hospital No. 3, located on Timiryazeva Street.
The raid conducted was more of a preventive measure for local residents. Police held preventive talks with all violators both about the harm of smoking and explanatory talks about the start of the law banning smoking in public places.
