In Irkutsk and Buryatia, passenger transport inspections continue. Inspectors check bus condition, documents, licensing rules and route rules. Over 300 buses were checked, serious violations found.

During the raids, compliance with the requirements of federal legislation in the field of passenger transportation is checked, namely: the equipment of the rolling stock, its technical condition, compliance with licensing requirements (pre-trip medical examination and technical inspection), the availability of ticket products, information about the carrier and supervisory authorities in the rolling stock, and drivers’ compliance with the route scheme.
Over the week, more than 300 buses were inspected. A number of violations were identified:
- 20 buses were removed from routes for exceeding CO levels;
- 2 drivers were found to be under the influence of drugs;
- 2 drivers without registration in the Russian Federation were identified;
- 12 legal entities and 15 individual entrepreneurs were held liable for violations of the law on consumer rights protection and passenger transportation rules (fines from 3,000 to 40,000 rubles);
- 16 reports by the traffic police were drawn up and sent to the Federal Road Transport Supervision Service for the Republic of Buryatia and the Irkutsk Region;
- various violations were identified in 52 buses, including the removal of state license plates from 25 buses, 5 officials were held administratively liable for releasing technically defective rolling stock onto the line, and 1 driver was operating a bus without a driver’s license.
Today, another raid took place in Irkutsk. In the area of Kirov Square, drivers were checked for the presence of all necessary documents.
Nevertheless, inspectors note that the effect of such inspections is already visible. First, drivers have become more attentive to having documents during the trip, and tickets, which are mandatory, have also appeared in bus cabins. In addition, entrepreneurs working in the passenger transportation market know that a repeated violation will already be classified as a violation of licensing rules. And here it is no longer just a matter of paying a fine, but of transferring the materials to an arbitration or magistrate court.
Such inspections will be carried out regularly.
