The Irkutsk Region prosecutor's office secured the temporary closure of 15 social institutions due to serious fire safety violations. In homes for the disabled and elderly, orphanages and specialized centers, there are not enough alarm systems, the alarm is faulty, and emergency exits are partly blocked by trash. At the same time, there is not enough funding for fire safety measures in the region, and debt for these services exceeds 7 million rubles.
The regional prosecutor’s office has decided to temporarily close 15 social institutions in the region due to violations of fire safety regulations.Many social institutions in the Irkutsk Region do not comply with basic fire safety rules. Thus, in homes for the disabled and the elderly, as well as orphanages, there are no alert systems, the alarm systems are faulty, windows have bars installed on them, and emergency exits are blocked with trash.
The court issued a ruling for three institutions: the Khor-Tagninsky orphanage and specialized centers for the elderly and disabled in the Ekhirit-Bulagatsky and Zalarinsky districts.
In the Zalarinsky district, almost all faults have already been eliminated, so the evacuation of the children and wards was not necessary.
Fire safety measures in social institutions are insufficiently funded from the budget: the amount of accounts payable for providing fire safety services to these institutions exceeds 7 million rubles. The prosecutor’s office will apply legal measures and compel the administrations to pay the necessary amount for fire safety.
