Since November 1, 2013, Russian citizens can submit regional and municipal initiatives through the Russian Public Initiative portal, and with support from at least 5 percent of residents they must be considered. In Irkutsk Region, an expert group has already been formed, including government, public, and business representatives, and review takes no more than two months.
Since November 1, 2013, pursuant to the Decree of the President of the Russian Federation, initiatives of the regional and municipal levels submitted by citizens of the Russian Federation using the internet resource “Russian Public Initiative” are subject to mandatory consideration if, within 1 year after being posted on the internet resource, this initiative receives the support of at least 5% of citizens permanently residing in the territory of the region (for regional-level initiatives) or at least 5% of citizens permanently residing in the territory of the relevant municipal entity (for municipal-level initiatives). Thus, every citizen of the Russian Federation may submit for posting an initiative of any level on the official resource “Russian Public Initiative” - www.roi.ru. All functions are carried out by a non-profit organization – the Foundation for the Development of Information Democracy and Civil Society “Information Democracy Foundation.” This organization conducts an expert review of the initiative submitted by a citizen for compliance and determines the validity of the proposed solutions. After that, the public initiative is subject to consideration, or it is returned to the citizen with an indication of the reasons for refusal. Voting on the initiative is conducted from the day it is posted on the internet resource.
A public initiative that has received the necessary support is sent by the authorized organization to the relevant expert working group of the corresponding level. The period for consideration of the initiative by the expert working group is no more than 2 months from the day the initiative is received. Based on the results of consideration of the initiative, an expert opinion and a decision on the development of a legal act (other decision) are prepared.
The expert group included representatives of the Public Chamber of the Irkutsk Region, deputies of the Legislative Assembly of the Irkutsk Region and Dumas of municipal entities, executive bodies of state power of the Irkutsk Region, the business community, and state institutions.
