In Irkutsks Right Bank district, housing stock is being actively prepared for the heating season. Work plans account for emergencies and residents requests, and the program is under constant control. Homes are being repaired, heating systems, roofs, panel joints, wiring and elevator units, and total costs are about 4 million rubles. By winter, all homes served by management companies, homeowners associations and housing cooperatives must have readiness certificates.

The plans of activities for preparing for the heating season have been developed by organizations servicing the housing stock, taking into account emergency situations, as well as citizens’ appeals. The district’s housing stock, which amounts to 1,539 buildings, is serviced by 14 management companies, and 141 buildings are serviced by homeowners’ associations and housing cooperatives. The implementation of the plan of activities for preparing the district’s housing and utilities sector for winter is under control of the committee for the administration of the Pravoberezhny District.
In the spring and summer period, repairs of heating systems are carried out, pipes are replaced, electrical panels are inspected, and entrance doors are insulated. The largest volume of work is related to roof repairs, interpanel joints, and electrical wiring. Total costs are estimated at about 4 million rubles.
Particular attention is paid to the repair and inspection of elevator units and control units. As of August 1, 60% of the total number of units have been prepared for handover, and 300 have been handed over according to acts — this is 60% of the number of units that must be handed over in accordance with the schedules.
In the housing and utilities department, headquarters meetings are held weekly with the participation of representatives of housing and resource-supplying organizations. Issues of maintenance and operation of the district’s housing stock, as well as the timely provision of utility services, are considered jointly. Problem issues arising during the preparation of the district’s housing stock for the 2014-2015 heating period are discussed and resolved. By the beginning of the heating season, readiness passports for winter operation will be issued for all buildings serviced by management companies, homeowners’ associations, and housing cooperatives.
