The commission inspected the Stalker shelter after its move to the village of Moskovshchina and assessed the conditions for 135 dogs. The shelter and animals were found satisfactory, with no abuse or serious violations. Specialists noted some shortcomings and recommended an isolation ward for sick animals and stronger disinfection, deratization, and disinsection measures.
The Stalker shelter is one of three organizations that, under contract with the general contractor MUEP Gorzelenkhoz, carry out the capture and care of stray animals as part of a municipal contract.At the beginning of August, the shelter moved to the village of Moskovshchina. On the eve of the move, representatives of some animal welfare organizations expressed concern in a number of media outlets and social networks: some claimed that the conditions for keeping animals at the new location did not meet standards, while others even made various accusations against the shelter’s management. To resolve the conflict situation, by order of the Committee for Urban Improvement, a commission was formed, which included representatives of the Ecology Department of the Irkutsk City Administration, the State Veterinary Supervision of the Irkutsk Region, and animal welfare organizations.
During the inspection, the commission visited the shelter, which is located on a land plot owned by it and is situated 1 km from the settlement of Moskovshchina. The plot is fenced on all four sides. The shelter grounds include:
- a quarantine area for the temporary keeping of animals during quarantine;
- wooden enclosures with cages for group housing of animals;
- an area intended for storing feed and preparing food.
At the time of the inspection, there were 135 dogs in the shelter. Preventive disinfection had been carried out on the premises. The management of Dalpromles LLC has concluded a veterinary service contract with the regional state budgetary institution Irkutsk District Station for the Control of Animal Diseases. The condition of the shelter and the animals was deemed satisfactory. The commission found no facts of cruelty to animals or gross violations of veterinary and sanitary rules for keeping animals.
Nevertheless, specialists identified a number of shortcomings, and therefore issued the following recommendations:
- Equip an isolation ward for sick animals in accordance with the veterinary and sanitary rules for keeping animals in kennels.
- Carry out disinfection, deratization, and disinsection work in a timely manner.
