In seven months, families in Irkutsk's Sverdlovsky district received over 24 million rubles in housing and utility subsidies, and another million after recalculation by regional standards. Most recipients are pensioners, but support also goes to single mothers, low income and mixed families, for whom compensation in some cases fully covers utility costs. The article explains who can get a subsidy, what spending norms apply, and why payment may be denied.
Families in the Sverdlovsky District of the city received more than 24 million rubles over the first seven months of this year as a subsidy for paying for housing and utility services. Another 1 million rubles was received by residents of Sverdlovsky as an additional payment after recalculating subsidies according to the regional standards for the cost of housing and utility services for 2014.Pensioners account for about 70% of the total number of recipients of subsidies for paying for housing and utility services in the Sverdlovsky District. Recipients of housing compensation also include single mothers, low-income families, families of pensioners, and “mixed” families consisting of pensioners, disabled persons, and non-working family members. In some cases, the subsidy fully covers a family’s housing and utility expenses, and this is significant support for families with incomes below the subsistence minimum.
In Irkutsk, a regional standard for the maximum permissible share of one’s own expenses for paying utility services is in effect. For large families, it is 15% of income; for “mixed” families consisting of working citizens, pensioners, and dependents, the maximum permissible share of one’s own expenses for paying utility services ranges from 16 to 22% of income. For families of pensioners, the share of one’s own expenses ranges from 7 to 22% of income. If a family spends more on paying utility bills than this, it may apply for compensation.
Since the beginning of this year, subsidies have been granted to 6,211 families, and 45 families received a written refusal to grant subsidies. The main reasons for refusal were the absence of permanent registration or documents confirming the right to use the housing. Another reason for refusal could be the fact that the expenses for paying housing and utility services did not exceed the maximum permissible share of one’s own expenses in the family’s total income established by law.
The subsidy is granted for 6 months. When documents are submitted from the 1st to the 15th of the month, the subsidy is granted from the 1st day of the current month, and when the specified documents are submitted from the 16th to the end of the month, it is granted from the 1st day of the following month. For a detailed consultation on receiving the subsidy, you should contact the housing compensation (subsidy) sector of the committee for the administration district in which the family lives.
