In the Irkutsk region, a competition has been announced for governor awards for guardians, trustees, and foster parents whose wards have excelled in studies, creativity, sports, and public life. According to the Minister of Social Development, Guardianship and Trusteeship of the Angara Region, Vladimir Rodionov, a competition will be held in the Irkutsk Region to award the Governor of the Irkutsk Region’s prizes in 2014 to trustees, guardians, and foster parents. As noted in the press release, the prizes will be awarded in the categories “For Achievements in Intellectual Activity,” “For Achievements in Creative Activity,” “For High Achievements in Sports,” and “For Active Public Work.” The competition will be open to guardians, trustees, and foster parents who have raised orphaned children and children left without parental care for at least two years and who have achieved special success in studies, sports, and creative work, as well as actively participated in public life. The winners of the competition will receive a prize of 50,000 rubles.
According to Decree No. 348-ug of the Governor of the Irkutsk Region S.V. Eroshchenko dated October 29, 2012. In order to ensure conditions for the development of the creative and intellectual potential and self-realization of orphaned children and children left without parental care who are being raised in guardians’ (trustees’) families and foster families, as well as to increase the level of social protection and financial support for talented children, in accordance with the long-term target program of the Irkutsk Region “Point of Support” for the prevention of social orphanhood, neglect, and juvenile delinquency in the Irkutsk Region for 2011–2013, approved by Resolution of the Government of the Irkutsk Region dated November 19, 2010 No. 294-pp, and guided by Article 59 of the Charter of the Irkutsk Region, it is hereby ordered:
1. To establish the Governor of the Irkutsk Region’s prizes in 2012, 2013 for guardians (trustees), foster parents of children being raised in guardians’ (trustees’) families, foster families, and who have achieved special success in studies, creative work, sports, as well as those participating in public life.
2. To approve the Regulations on the Governor of the Irkutsk Region’s prizes in 2012, 2013 for guardians (trustees), foster parents of children being raised in guardians’ (trustees’) families, foster families, and who have achieved special success in studies, creative work, sports, as well as those participating in public life.
Those wishing to participate may submit applications for the competition until October 1 of the current year. They must submit to the territorial subdivision (department) of the Ministry of Social Development at their place of residence an application for participation, a copy of a passport or other identity document, copies of diplomas, certificates, commendations, reviews, and letters of thanks confirming the child’s victories or participation in intellectual, sports, and creative events over the past two years. They must also provide information about their family traditions, the family’s history, and the organization of the family’s leisure time.
