At the meeting on the situation at Usolmash, it was decided to introduce receivership at the plant, wage arrears have already reached about 36 million rubles. The authorities of Irkutsk Oblast are discussing possible investment projects and production localization at the sites of Usolye Sibirskoye, and are also seeking potential investors. After the appointment of the receiver, the parties plan to continue talks on anti crisis measures and the future of the plant.

The meeting was attended by the head of the administration of Usolye-Sibirskoye, Oleg Zhilkin, the executive director of OJSC “Usolmash,” Alexey Marunov, the Minister of Industry and Forestry Complex of the Irkutsk Region, Kirill Toropov, Deputy Minister Yevgeny Semenov, and representatives of the enterprise’s shareholders. Earlier, the Governor of the Irkutsk Region, Sergey Eroshchenko, instructed the Minister of Industrial Policy and Forestry Complex, Kirill Toropov, to deal with the situation that had developed at the enterprise.
As a result of the meeting, the creditors’ meeting of the “Usolmash” plant decided to introduce bankruptcy administration at the enterprise. During the meeting, board member Roman Moiseev said at the enterprise’s creditors’ meeting in August 2014. - It was decided to introduce bankruptcy administration. The wage debt of OJSC “Usolmash” currently amounts to about 36 million rubles.
After that, the meeting participants held a meeting with the enterprise’s staff, where Kirill Toropov noted that the Ministry of Industrial Policy and Forestry Complex is considering the possibility of implementing an investment project at the industrial sites of Usolye-Sibirskoye with the participation of the Russian Ministry of Industry and Trade in assisting with production localization (import substitution) within the state program “Development of Industry and Increasing Its Competitiveness.” At present, the ministry is actively working in this area with potential investors.
As previously reported by the Information Agency “MK Baikal,” on August 7 a search was conducted at the “Usolmash” plant, initiated by the Investigative Committee of the Russian Federation. The reason for the visit by the prosecutor’s office and police officers to the plant was an appeal from more than 40 employees of the enterprise, who filed a complaint about systematic delays in wage payments. Their statements indicated that all funds intended for salary payments had been illegally appropriated by the enterprise’s management. The enterprise director, Alexey Marunov, denied all the employees’ accusations and stated that these actions by the workers should be regarded as sabotage. According to him, two years ago the plant received almost no orders at all. At the same time, workers had been paid their wages regularly throughout that period. Now, when the amount of work has increased several times over, people are simply refusing to work.
– Minprommash is ready to consider specific proposals, investment programs from the plant’s owners, and provide assistance in supporting them, – Kirill Toropov emphasized.
At the meeting, an agreement was reached to hold negotiations. These negotiations will take place after the enterprise’s anti-crisis manager, appointed on a competitive basis, takes office.
