The Irkutsk region government intends to support developers who carry out integrated development projects, while requiring them to help create social infrastructure. Sergey Eroshchenko said this at a round table on involving federal land in housing construction and developing new sites in Irkutsk and the Irkutsk district. The region already plans to develop large areas for housing, and some land will be given free to large families for their own construction. The Housing Development Fund called the Irkutsk region one of its priority regions and promised continued support for projects.
The Government of the Irkutsk Region will support builders who implement comprehensive territorial development projects. Governor Sergei Eroshchenko announced the need for developers engaged in housing construction to participate in the creation of social infrastructure.Developers will be required to fulfill the commitments they have undertaken to build social infrastructure on federal lands as part of housing construction projects. The Governor of the region said this during a round table devoted to the formation of approaches to the comprehensive development of federal land plots located on the territory of the Irkutsk Region. Representatives of various construction companies and banks took part in the round table, as well as the General Director of the Federal Fund for the Promotion of Housing Construction, Alexander Braverman.
Governor Sergei Eroshchenko noted.
- For its part, the regional Government intends to support builders implementing comprehensive territorial development projects, both in matters of allocating land plots and in constructing social infrastructure through appropriate agreements. It is important that not only regional funds, but also developers’ resources be involved in infrastructure development.
As discussed during the round table, 12 hectares within the city of Irkutsk and 270 hectares of land in the Irkutsk District are currently involved in economic circulation; more than 600 thousand square meters of housing will be built on them. The administration is currently planning to hold an auction for the sale of a land plot located within the boundaries of the settlements of Novolisikha, Pivovarikha, and Burdakovka, which is intended for comprehensive development for the construction of low-rise housing. The area of this plot is 116 hectares, and it is possible to build more than 72 thousand square meters of housing on it. As a result of the joint work of the Housing Development Assistance Fund and the Government of the Irkutsk Region, the region was granted authority to manage land plots in the Irkutsk and Angarsk districts with a total area of 266 hectares. These land plots will subsequently be provided free of charge to large families for their own housing construction.
According to the Director of the Federal Fund for the Promotion of Housing Construction, Alexander Braverman, the Irkutsk Region is now one of the priority regions; it demonstrates excellent rates of housing construction and good approaches to projects. In this regard, the Housing Development Assistance Fund will continue to provide comprehensive assistance in matters of allocating land plots and their comprehensive development.
Reference: the cooperation agreement between the Federal Fund for the Promotion of Housing Construction and the Government of the Irkutsk Region, signed in 2009, provides for the involvement in economic circulation of federal land plots located in the Angara region and unused or used inefficiently. An essential condition for the development of federal territories is their comprehensive development with the construction of all necessary social and engineering infrastructure. Throughout the entire period of cooperation, decisions have been made to involve 26 land plots with a total area of 917 hectares, 10 of which are already being developed; for 16 plots, decisions have been made to transfer to the Irkutsk Region the authority to manage and dispose of them
