The federal statistical observation “Social and Demographic Survey (Population Microcensus) of 2015” will be conducted in all constituent entities of the Russian Federation from October 1 to October 31, 2015.
The purpose of the population microcensus is to obtain up-to-date official statistical information characterizing the effectiveness of state demographic policy in terms of increasing birth rates, strengthening the institution of family and marriage, reducing mortality, and improving the quality of life of various demographic and socio-economic groups of the population.
On the territory of the city of Irkutsk, 14 enumeration areas in all administrative districts have been included in the sample selected by Rosstat. It is planned to survey about 6,000 people (2,292 households, or 1% of their total number), including 450 households in the Leninsky District, 516 in the Pravoberezhny District, 656 in the Oktyabrsky District, and 670 households in the Sverdlovsky District.
As part of assisting Irkutskstat in the exercise of its powers, the Administration of the city of Irkutsk adopted Resolution No. 031-06-984/14 of 21.08.2014 “On preparing for the conduct of the federal statistical observation ‘Social and Demographic Survey (Population Microcensus) of 2015’ on the territory of the city of Irkutsk,” pursuant to which specialists of the Administration of the city of Irkutsk carried out clarification of addresses and verification of objects, signs (signboards) with street names, and house numbers included in the sample across 14 enumeration areas.
One of the preparatory stages of this large-scale event is the inspection of the areas, with the involvement of 14 registrars. Registrars are not census takers; they do not enter apartments or interview the population. Their task is to go around all buildings and residential premises in their area from September 20 to 30 and make the necessary clarifications in the lists of addresses and schematic plans.
Each registrar must carry a special certificate with the state seal, which is valid only with a passport and has a limited period of validity: September-October 2014.
Residents of the city can clarify the list of areas and the registrar’s surname at the State Statistics Office in the city of Irkutsk by calling 34-29-56.
