In Irkutsk, from September 18, apartments will begin to be connected to central heating, and by October 1 heat should reach all social and cultural facilities and residential buildings in the city. The administration clarified that connection will be made on requests from managing organizations and owners, if there are no debts or technical problems, and residents may delay turning on the heating if they wish. It is also reported that the citys main heat sources are ready for the season, and 669.6 million rubles were allocated for preparations for the heating period in 2014.

According to the press service of the administration of the city of Irkutsk, apartments of Irkutsk residents will begin to be connected to centralized heating already on September 18, and a total of 7,806 social and cultural facilities and residential buildings are planned to be connected to heating on October 1.
According to the Resolution of the administration of the city of Irkutsk “On the start of the 2014-2015 heating season,” it was determined that the Unified Heat Supply Organization of the city of Irkutsk (Irkutskenergo OJSC), heat network and heat supply organizations (including UTS N-I TETs, Baikalenergo CJSC, and the Network Company Irkut LLC) must ensure the circulation of heat supply networks and the possibility of connecting heat consumption systems starting from September 18, 2014.
To connect buildings to heat supply networks, an application must be submitted to the dispatch service of the management companies and homeowners’ associations to which the heat-consuming facility is directly connected. The building will be connected to heat in a timely manner if there is no financial debt to the resource-supplying organization and no technical problems with the heating supply. Applications for connecting heating in a building will be accepted, including by phone: 500-100.
Applications for connection of facilities are accepted:
- for educational organizations, healthcare institutions, social and cultural facilities, enterprises, institutions, and other organizations of the city of Irkutsk – from the heads of the specified institutions or enterprises;
- for residential properties – from the chairpersons of homeowners’ associations, heads of management organizations, housing construction cooperatives, and heads of organizations providing services for the repair and maintenance of the common property of an apartment building. The time for turning on heat-consuming installations of residential properties is recommended to be coordinated with the chairpersons of the councils of apartment buildings.
- “Starting September 18, all heat sources in Irkutsk will be put into circulation. Connection of residential properties will be carried out upon applications from property owners and management organizations. This is the special feature of the start of this year’s heating season. We hope that the switch-on will take place without incidents, as it did last year. Those residents who do not want their heating season to begin on September 18, because it is already warm in their apartment or house, have the right to submit an application for heating to be connected at a later date. In this way they will save their money,” noted Vasilina Shunova, Deputy Head of the Department of Engineering Communications and Housing Fund of the Committee for Urban Development of the administration of Irkutsk.
There are a number of remarks regarding some small heat sources in Irkutsk, which are currently being eliminated. The main heat source of the regional center, the Novo-Irkutsk TPP, is ready for the heating season. At present, the Ministry of Defense boiler house, which heats the Zeleny microdistrict, is provided with the necessary amount of fuel and is technically ready; starting from April 1, 2014, heat tariffs there were equated to city tariffs. Residents of Zeleny will pay for heating the same amount as all residents of Irkutsk do.
In total, in 2014, 669.60 million rubles were allocated from the financial resources of housing and communal services enterprises and the municipality for preparation for the heating season. 544.70 million rubles were allocated for the modernization and capital repair of housing and communal services facilities
