In the Right Bank district of Irkutsk, 538 citizen appeals were registered in Q3 2014, mostly about housing stock, sanitation, and improvement. Most issues were resolved on site, and violations led to orders and referrals to oversight bodies.

In the third quarter of 2014, 538 oral and written appeals from citizens were registered in the citizen appeals sector of the Pravoberezhny District (26 more appeals than in 2013). Appeals related to the life of the district were submitted to the administration of the city of Irkutsk, to the mayor’s “Hotline,” and to the Committee for the Administration of the Pravoberezhny District of the Irkutsk City Administration.
The majority of residents’ complaints were related to the condition of the housing stock. 290 appeals were forwarded to the housing department of the Pravoberezhny District for review, including 69 appeals to the municipal housing control sector (Q3 2013 - 77). 233 people raised issues of sanitary condition and improvement (Q3 2013 - 217), and 23 appeals were submitted to the legal department (2013 - 10).
As of October 1, a total of 498 appeals had been reviewed, (of which 133 have been under control since 2013), and 173 remained under review. Most complaints were considered during on-site inspections, in cooperation with specialists from the district administration committee and representatives of management companies and various organizations. The activities of management companies that failed to perform the work and services required under apartment building management contracts were checked in each specific case upon written requests from citizens by the municipal housing control sector. As a result of inspections, the management companies were issued orders to eliminate violations; in case of non-compliance, letters were sent to the State Housing and Construction Supervision Service of the Irkutsk Region to initiate administrative proceedings.
Work with appeals is strictly regulated and is under constant control of the specialists of the citizen appeals sector. There are no appeals with overdue deadlines; every second appeal was resolved positively with the adoption of specific measures. Responses to applicants were sent within the time limits established by law.
