In Irkutsk the season for signing contracts for the removal of solid household waste has begun. The administration helps businesses and organizations calculate waste volume and assigns data to container sites. Special attention is given to the private sector, where only half of residents have contracts, so waste is often removed at neighbors expense and the city budget. In February inspections are promised in private housing, and residents are urged to arrange contracts for regular waste removal.

The beginning of the year is the time to conclude contracts for the removal of solid household waste. The administration of the city of Irkutsk annually forms a system for accounting for the generation of solid household waste in the territory under its jurisdiction. Information on the generation of solid household waste, provided by enterprises and organizations of all forms of ownership, is distributed among container sites depending on the convenience of use and the ownership of the container site.
Employees of the administration of the city of Irkutsk help individual entrepreneurs and legal entities calculate the planned volume of municipal solid waste generation for concluding waste removal contracts. The administration coordinates this work with the help of the Unified Citywide Automated Information Processing System for Accounting for Solid Household and Other Waste.
As specialists of the Department of Public Utilities of the Committee for the Management of the Pravoberezhny District reported, this is now the busiest time - about 600 organizations operating in the territory of the Pravoberezhny District (out of 1,500) have already contacted the specialists.
In accordance with the Housing Code of the Russian Federation, owners of apartment housing must choose a method of managing the building. In this case, responsibility for concluding waste removal contracts lies with the organizations that manage apartment housing. These organizations issue monthly bills for housing and communal services, which include a fee for the removal of solid household waste.
The situation is more complicated in the private sector. Residents of private households must independently ensure the collection and removal of waste.
As practice shows, only half of private-sector residents have a contract for the removal of solid household waste. They usually justify their unwillingness to have a solid waste removal contract by the absence of, or insignificant amount of, waste generated.
In fact, residents of private houses living near apartment buildings throw their garbage into the containers installed for apartment residents and effectively have their waste removed at their neighbors’ expense. They also use container sites for the collection of solid household waste installed in the private sector without having a waste removal contract. As a result, city authorities are forced to remove the accumulated waste at the city budget’s expense. In 2014, 18 million rubles were allocated for these purposes. In 2015, no funds were allocated in the city budget for the removal of solid household waste from the private sector. As a result, just over two weeks in January, dumps formed on Pisareva and Shchapova Streets; the residents of these streets did not conclude waste removal contracts. As reported by the Department of Public Utilities of the Pravoberezhny District, in February, immediately after the Law of the Irkutsk Region on administrative liability comes into force, inspections of contract conclusion will be organized in the private sector.
The Committee for the Management of the Pravoberezhny District urges citizens living in the individual housing development sector to conclude a contract for regular waste removal.
