The State Duma plans to strengthen protection for Russian children adopted by foreigners after a high profile case of a child from Russia dying in the US. Deputies propose speeding up international adoption agreements that would require host countries to monitor the childs living conditions and report on his fate. On March 18 an alternative option will also be considered, to temporarily suspend adoption of Russian children by US citizens, but most deputies do not support this idea. The article also notes that abuse of adopted children exists not only abroad, but in Russia.
The State Duma has decided to stand up for children adopted by foreigners in order to avoid situations in which Russian toddlers die because of adoptive parents’ negligence. Several options for monitoring the fate of children are being proposed. The State Duma intends to raise before the head of the Russian government the issue of the need to speed up the conclusion of bilateral international agreements on cooperation in the adoption of children. The relevant draft appeal to Russian Prime Minister Vladimir Putin has been included in the agenda of the March 18 session.
The initiative for the appeal came from a group of deputies — members of the United Russia and A Just Russia factions.
The draft appeal recalls the recent acquittal by a district court in Fairfax, Virginia, of U.S. citizen Harrison, who had been accused of involuntary manslaughter in the death of his adopted child from Russia, Dima Yakovlev.
In order to protect the rights and legitimate interests of adopted children, the parliamentarians intend to appeal to the prime minister with a request to consider the possibility of accelerating preparations for the ratification of the agreement between the Russian Federation and the Italian Republic on cooperation in the adoption of children.
This agreement will serve as a model for concluding similar agreements with other countries in the future. It provides for the obligation of the competent authorities of the receiving state to ensure oversight of the adopted child’s living conditions and to submit reports on his or her life.
Along with this document, on March 18 an alternative draft appeal to Putin from Nina Ostanina, a member of the Communist Party faction, will also be considered. She proposes temporarily suspending the adoption of Russian children by U.S. citizens. The parliamentary majority does not support this idea.
However, the adoption of little Russians by foreigners and negligent treatment of them is not the only problem. Many foster children suffer in Russia as well. Thus, in 2007, 3,569 cases of child abuse were identified in the Russian Federation. Ninety-three citizens (adoptive parents, guardians, trustees, or foster parents) were brought to criminal responsibility for crimes committed against children taken into family care; 27 of them were brought to criminal responsibility for crimes that resulted in death or injury to the children.
