In Irkutsk, construction of social facilities in Yubileyny was inspected. A sports complex with a universal hall is being built, to open by September 2015. A school for 900 students on Bagration Street is also planned for 2017.

Chairman of the Duma Dmitry Berdnikov, together with Duma deputy Mikhail Kornev, held an on-site meeting with Deputy Mayor, Chairman of the Committee on Urban Planning Policy of the Irkutsk city administration Yevgeny Kharitonov on the construction of social facilities in the Yubileyny microdistrict.
A commission was organized to inspect the construction of the Physical Culture and Health Complex with a universal sports hall located at Yubileyny, 50-A. Construction work began here in August of last year, 2014.
The project customer is the Irkutsk Capital Construction Department, and the contractor is Kresta LLC. The building of the sports and recreation complex was designed by the Design and Survey Company JSC. Sewer networks, external water supply networks, and storm drainage networks have now been installed, and technological connection to the external power supply networks has been completed.
Work on the foundations has been completed, as well as the installation of the external walls and the building frame. Partition walls are currently being erected. Work has begun on the internal heating, ventilation, and water supply systems, and window installation is underway.
The estimated cost of the project is 156.7 million rubles.
According to the contractor, the project includes the installation of a heating substation, metering units for heat and electricity, a water metering unit, installation of video surveillance and ventilation equipment, and, in addition, a ventilated facade. Landscaping and site improvement will also be carried out, and small architectural forms will be installed.
The first floor of the Physical Culture and Health Complex will include a security and control area, a table tennis hall, coaches' and doctors' offices, team changing rooms with showers and restrooms, a fitness bar, and a universal hall. The second floor will house seating in the universal hall for 84 people, a rhythmic gymnastics hall, showers, restrooms, and changing rooms. In the basement, three billiard tables will be installed, and restrooms and showers will be equipped. Sports and playgrounds, as well as a parking lot, will be built on the site. The new health complex is intended for all age groups of the microdistrict's residents, including people with disabilities. It will be able to accommodate up to 77 people per shift. Completion of construction is planned for September 2015. According to the project, it will be a two-story building with a basement, with a total area of 3,016.9 m².
“The opening of such a complex for the residents of Yubileyny will be a great gift. We have no doubt that the facility will be completed on time. This is a modern sports complex designed for all segments of the population. It is conveniently located and within walking distance. The implementation of such projects in Irkutsk is a great achievement both of the deputy corps and the administration,” said Duma Speaker Dmitry Berdnikov.
The next construction project will be the school building on Bagration Street. According to deputy Mikhail Kornev, the microdistrict is expanding, and new residential complexes are appearing. The number of children has increased by about 4,000. Therefore, the need for a general education institution is very great.
“This school is designed for 900 places. The main difficulty here is the terrain. A stream runs below, which will be preserved and routed into a special structure. The landscaping area alone at this site will be 1.6 hectares, and the total area of the plot is 3.7 hectares,” said Yevgeny Kharitonov, Chairman of the Committee on Urban Planning Policy of the Irkutsk city administration.
At present, four old wooden houses need to be demolished; they are privately owned. Negotiations are underway with the owners, and the buyout amount is being discussed.
“The process of the work must be kept under control so that high-rise buildings do not appear here after these wooden houses are demolished. In addition, this is a swampy area, and specialists need to avoid soil movement,” Dmitry Berdnikov emphasized.
The school building will include an auditorium for 500 seats, a swimming pool, two sports halls, a library with a media library, a choreography studio, a cafeteria with a dining hall for 330 seats, administrative offices, a medical unit, specialized classrooms, and workshops. Construction is planned to begin this year, 2015. The school is expected to be completed in 2017.
