In Angarsk and Bratsk, projects under the Safe City program will start earlier than planned, in 2015 and 2016 instead of 2017 and 2018. In Irkutsk, the program already has notable results, kilometers of fiber optic cable have been laid, dozens of surveillance cameras installed, and an information processing center created. Authorities expect the new systems to improve safety, reduce crime, and more accurately track places where offenses and traffic accidents most often occur.

Implementation of projects within the framework of the activities of the State Program “Development of the hardware and software complex ‘Safe City’” is planned to begin in 2015 in the city of Angarsk and in 2016 in Bratsk, instead of the previously planned dates (in 2017 and 2018, respectively). Deputy Chairman of the Government of the Irkutsk Region Vladimir Dorofeev announced this decision on March 4 at a meeting on ensuring law and order in the Irkutsk Region. Heads of law enforcement agencies, regional ministries, and security structures took part in the discussions at the meeting.
In 2014, in Irkutsk, following the implementation of the “Safe City” program activities, fiber-optic communication lines with a total length of more than 14 kilometers were laid, 73 outdoor video surveillance cameras were installed in public places, an information processing center was equipped, and, in addition, server equipment was additionally purchased. Previously, just under 24 million rubles had been allocated from the regional budget for these purposes.
- The main goal of the program is to strengthen security, protect public order, and reduce crime by introducing modern technical means, involving the public, and increasing public trust in the work of law enforcement agencies. Having positive experience in implementing the “Safe City” program in Irkutsk, it is necessary to accelerate its implementation in Angarsk and Bratsk, - noted Deputy Chairman Vladimir Dorofeev.
To implement the hardware and software complex in the city of Angarsk, about 27 million rubles are planned to be allocated from the regional budget in 2015. These funds will be spent on installing a video camera system with an operational control center based at the Municipal Institution of the Angarsk Municipal District "AMO Emergency and Civil Defense Service". Also, the possibility of connecting this system to the cameras already in operation, installed at cultural, educational, and commercial facilities, is being considered. Following the meeting, it was decided to make adjustments to the concept of the “Safe City” hardware and software complex, taking into account statistical data on the places where offenses are most frequently committed and traffic accidents occur.
