In Irkutsk, control over clearing roofs of snow and ice has been tightened. Vice mayor Anton Logashov ordered emergency meetings with management companies and homeowners associations and a report within two weeks. Residents are asked to report dangerous icicles and snowdrifts immediately.

Irkutsk Deputy Mayor Anton Logashov instructed the heads of the districts to hold extraordinary meetings with territorial housing organizations — management companies and homeowners’ associations — regarding the clearing of snow and ice from roofs. Within two weeks, management companies and homeowners’ associations are required to report on the work done to prevent accidents related to ice falling from roofs. Administration staff ask residents to immediately report any icicles or snowdrifts that pose a threat to the housing departments of the district administration committees. Inspections will be carried out for all reports; if snow or ice buildup that is dangerous to people and property is found to have not been removed, the operating organizations will be fined.
In the Leninsky District, since January of this year to the present, management organizations serving the housing stock have cleared snow and icicles from the roofs of 565 apartment buildings. In the Sverdlovsky District, since the beginning of February this year, the roofs of 653 residential buildings have been cleared. In the Oktyabrsky District, 335 roofs have been cleared of ice so far, and notices requiring roof clearing were sent to 32 management companies. Every week, administration staff conduct inspections to identify dangerous icicles and additionally respond to requests from city residents.
Special attention is being paid to the city center, since during the daytime, when intensive melting occurs, the majority of Irkutsk residents are concentrated there. All metal roofs in the Pravoberezhny District have been completely cleared of snow — 231 roofs in total — and inspections are carried out here every day to identify newly formed icicles.
By order of Irkutsk Deputy Mayor Anton Logashov, the situation with roof clearing in the city must be fully resolved within the next two weeks.
