The Irkutsk Region Arbitration Court rejected carriers claim against the Irkutsk administration, upholding changes to the route registry for route 27. The Topkinsky district Central Market Topkinsky route is now circular, and the Gastronom 1 stop has been removed to protect passengers and prevent double fares.
On April 6, the Arbitration Court of the Irkutsk Region denied the carriers’ claims against the administration of the city of Irkutsk seeking to invalidate the legal act of the deputy mayor — chairman of the Committee for Urban Development of the administration of the city of Irkutsk on amendments to the Register of Regular Passenger Transportation Routes of the city of Irkutsk, insofar as it concerns Route No. 27.Changes were made to the route scheme of Route No. 27, excluding the “Gastronom No. 1” stop from the route, changing its name to: “Topkinsky microdistrict – Central Market – Topkinsky microdistrict,” as well as reclassifying it as a “circular” route.
The route scheme was changed to protect the rights and interests of the population of the city of Irkutsk — in order to prevent carriers from charging fares twice on the specified route, since when operating in the “circular” category, the passenger will pay only once.
The court agreed with the arguments of the administration of the city of Irkutsk that the contested legal act does not violate the rights and lawful interests of the carriers and was adopted within the powers of local self-government bodies to change, open, and close regular passenger transportation routes within the territory of the city of Irkutsk.
