In Irkutsk, a contractor was selected for catching, transporting and holding stray animals, the 1.59 million ruble contract went to Perspektiva Avto, which must catch 558 animals. A special commission has already inspected the kennel in Karluk, new enclosures are being built there, quarantine and veterinary control are being organized, and the authorities promise daily oversight of the contract. The article gives details on the site readiness, transport remarks and how residents can apply for animal capture.

The winner of the auction for providing services for the capture, transportation, and temporary holding of stray animals in Irkutsk was LLC “Perspektiva-Avto.” A municipal contract has been signed with it for the amount of 1,588,770 rubles. For this amount, the contractor is required to capture 558 animals.
Today, a special commission went to the kennel where the captured animals will be kept. It included employees of the environmental management department of the Irkutsk city administration, city Duma deputies Alexander Yakubovsky and Vladimir Potapov, representatives of the veterinary service, as well as city media. They assessed the conditions in which the animals will be kept, the contractor’s technical equipment, and asked questions of interest.
The deputies reasonably asked whether there would be enough enclosures to house the animals and how the captured animals would be accounted for. The contractor’s executive director, Dari Tsybikova, explained: “We have a service contract with LLC ‘Five Stars,’ from whom we also leased the land and are building our own enclosures here — some of them have already been erected and the first captured animals have been placed in them. Next, a veterinary examination, clinical procedures, and laboratory tests are carried out.”
At present, 50 new enclosures have already been built on the kennel grounds in Karluk, where 100 animals can be housed. In the near future, the contractor undertakes to build more animal housing spaces; construction materials have already been delivered, and work is underway.
“At this stage, the contractor is ready, and work under the contract has already begun,” explained Vladimir Chubuk, head of the environmental management department of the Irkutsk city administration. “There are current remarks that the contractor undertakes to eliminate in the short term. The Veterinary Service is here with us, and it also oversees the contractor — in terms of the safety of the animals’ health, as well as the documentary aspects of control. On our part, we monitor the technical conditions for contract performance: we measured the area and cubic capacity of the cages; they allow up to two animals to be housed. There are 50 cages now — that will be enough for the next few weeks. Up to 200 more enclosures will also be built, which will make it possible to meet the contract volumes. The quarantine area, feeding, and cleaning — in this part they use the infrastructure of the ‘Five Stars’ kennel.
Administration specialists will carry out daily monitoring based on the logs of requests from the public and information from the contractor on how many animals they captured during the day. In addition, field inspections will be conducted regularly. Acceptance of the work is scheduled quarterly.
Two to three teams are carrying out the capture of animals, the contractor’s representative said. The complaints raised about the vehicle for transporting animals were promised to be addressed: the bus has no special markings, and inside the space is not divided by partitions for separate housing of animals.
Requests for animal capture from the public are accepted by phone at 76-14-16 on weekdays from 9 a.m. to 6 p.m.
