In the Irkutsk region, including on the territory of the city of Irkutsk, cases of theft of telephone cables and linear cable infrastructure facilities have become more frequent.
The Administration of the city of Irkutsk urges Irkutsk residents to remain vigilant: at the first suspicion that cable, manhole covers of linear cable ducts, or other communications equipment is being stolen or damaged, or that such theft or damage is in progress, immediately report it to the police by calling 02. Citizens who provide information are guaranteed complete confidentiality.
“To prevent cable theft, our company is implementing a special program that includes optimizing monitoring and control systems for the condition of communications facilities, introducing electronic systems, and installing additional protective devices for manhole covers,” noted Yuri Timan, Director of the Irkutsk Branch of OJSC Rostelecom. “Nevertheless, the assistance of residents in preventing acts of vandalism and theft, and in detaining offenders, is hard to overestimate.”
Cases of theft have already been identified, and the offenders have been caught. Thus, as a result of actions by law enforcement agencies with the participation of the Security Department of the Irkutsk Branch of OJSC Rostelecom, in April of this year three offenders who had stolen the company’s cable were detained in Usolye-Sibirskoye. Burned telephone cable was found at one of the receiving points, after which the suspects’ whereabouts were established. All three were detained; two of them had previously been given suspended sentences under various criminal articles. As a result of the detention, a criminal case was opened, and the suspects were charged under Article 158, Part 1 of the Criminal Code of the Russian Federation.
