On June 18, the Irkutsk Duma will hold hearings on eight issues, including the Maratovskaya interchange and a clinic in Novo-Lenino. Deputies will also hear a heating season report, sanitation month info, and discuss the citys transport system. The Maratovskaya interchange reconstruction project may draw special attention, planned in four stages, with the first stage estimated at about 200 million rubles. The next deputy hearings will begin on June 18 in the Irkutsk Duma. City lawmakers will have to consider eight issues. Issues concerning the construction of the Maratovskaya interchange and a polyclinic in Novo-Lenino will be considered.Also, the elected representatives will hear a report on the results of the 2014-2015 heating season and information on the sanitation month. The deputies will have to discuss the issue of developing the city’s transport system.
As a reminder, the Maratovskaya interchange is planned to be reconstructed in four stages. Work is planned to begin next year. The cost of the first stage of work is about 200 million rubles. Initially, it is planned to extend the existing roundabout along Barrikad Street. This step will relieve congestion at the Maratovskoye roundabout and increase the areas for vehicles to change lanes, as well as improve the road’s capacity.
At the public hearings, seven different design options were considered at once. As the basic option, one was chosen that provides for an interchange of an individual type with three main alignments: Karl Marx Street toward Radishchev Street (from the city center), Rabochaya – Rabochego Shtaba (toward the center), and Barrikad, continuing into Angarskaya. It is assumed that traffic on Karl Marx and Rabochaya will be one-way, while the six-lane two-way Barrikad Street will run under two overpasses. According to experts’ calculations, the interchange will ensure traffic flow for the design period of 20 years.
In May 2014, a municipal contract was concluded for work on revising the design documentation for the reconstruction of the Maratovskaya transport interchange with the original developer of the project – OAO "Irkutskgiprodor NII". In the opinion of City Duma deputy Yuri Kornev, Irkutskgiprodornii should be barred from participating in tenders for design and construction work conducted by the Irkutsk administration. The mayor’s office and the elected representatives should draw conclusions from the company’s repeated violations of standards and deadlines.
