Irkutsk Mayor Dmitry Berdnikov, with deputies and city committee heads, inspected courtyards in the Right Bank district and heard residents complaints about broken roads, poor sewage, and old playgrounds. Orders were given to repair networks, fill potholes, improve courtyards, and address problem sites, and one house on Timiryazeva became the center of a court dispute over an unauthorized building.
The mayor and deputies inspected the courtyards and learned about the residents’ main problems: broken roads and entrances, poor sewage, and “worn-out” playgrounds.Dmitry Berdnikov held an on-site meeting with the heads of city committees in the territory of the Pravoberezhny District.
During the work, the mayor met with residents and identified pressing issues. This was reported by the press service of the city administration of Irkutsk.
The basic “problem” areas located along the route of the on-site commission are on Krasnogo Vosstaniya, Timiryazeva, Sofyi Perovskoy, and Gorkogo streets. The troubles identified by the residents included: broken entrances, poor sewage, an old, dilapidated playground, and destroyed roads. The mayor promised to help the residents solve their problems.
As Dmitry Berdnikov emphasized, solving the problems requires the consolidation of efforts by Irkutsk residents themselves and the city authorities; only then will we be able to achieve real changes in the appearance of Irkutsk.
First, the meeting participants visited the courtyard of a house on Krasnogo Vosstaniya Street. Local residents complained about the overall condition of the house, poor sewage, an old playground, and broken driveways.
The city head instructed the Committee for Urban Development to put the utilities in the house in order and to consider a project for comprehensive courtyard improvement in 2016.
Also, by the end of the week, two large potholes will be eliminated in the courtyard. The next site is the courtyard on Sofyi Perovskoy Street. Residents have been asking for years to repair the road in the courtyard. Specialists from the municipal unitary enterprise “Irkutskavtodor” carried out backfilling of the driveway with concrete chips.
“Courtyards of this kind do not belong either to the private sector or to the courtyards of apartment buildings. Therefore, we cannot include such sites in the programs for private-sector improvement or improvement of intra-block driveways. But Irkutskavtodor proposed a compromise solution. This method reduces financial costs and the time required to complete the work. This shows that any issue can be resolved; one only needs to make an effort,” said the mayor.
Residents on Gorkogo Street need a playground. The committees on urban planning policy and on managing the Pravoberezhny District have been instructed to address this issue. A private investor will be brought in to improve the courtyard. The last site is the building on Timiryazeva Street. Deputy Yudin noted that the house was built in violation of urban planning standards, and the entrance to the underground parking facility is in fact arranged on municipal land.
“There are no approvals here for connection to the utilities; everything was done unlawfully. At present, court proceedings are underway in this case. We hope that we will be able to demolish this illegal structure,” the deputy concluded.
