In Irkutsk, raids to remove illegal outdoor advertising structures have been intensified, specialists are already removing them from Uritsky Street and other parts of the city. The mayor's office reminds that placing ads without permission violates federal law, and entrepreneurs face fines for reinstalling them. In 2014, more than 2 thousand such structures were dismantled in the city, while explanatory work is also being carried out with businesses.
Specialists from the committee for municipal property management of the Irkutsk city administration carried out an inspection to dismantle portable advertising structures on Uritskogo Street.Placing advertisements without the permission of local self-government bodies is a violation of Article 19 of the federal law "On Advertising." This was reported by the city mayor’s office press service.
Similar inspections are conducted weekly throughout the city. Mobile outdoor advertising structures, including attached ones, are collected and removed by specialists from the municipal institution "Safe City."
For advertising that is reinstalled, entrepreneurs face administrative liability in the form of fines.
As Anna Malyutova, deputy head of the outdoor advertising and non-stationary retail network department of the committee for municipal property management of the city administration, said, in accordance with Article 19 of the federal law "On Advertising," all advertising structures within the municipality are placed only if there is a permit issued by local self-government bodies. To date, most advertising structures, especially portable ones, have been installed without the appropriate permit. By order of the mayor of Irkutsk, work to dismantle them has been intensified, especially with regard to temporary structures. Violations are recorded often, but as this work is carried out, the city is beginning to be cleared, and I think city residents notice this.
In 2014, more than 2,000 advertising structures were dismantled. Explanatory work is also being carried out with entrepreneurs engaged in trade on one of the central streets of Irkutsk.
